Samuel has averaged 8.3 targets over the last four weeks, exceeding 60 receiving yards in three of the four contests. Washington has allowed the fourth-fewest fantasy points per game to wideouts, though Samuel's involvement as both a receiver and runner make him worthy of flex consideration in Week 16.
