ANALYSIS: Although it is still more probable than not to find Ruggs in your WW pool of available players, chances are this is the last time you can get him for free this season. Even though the rookie has missed two of five games, Henry Ruggs III went on to finish two times as the highest-scoring WR of the Raiders in two of the three games he's played so far this season.
Las Vegas has been a one-man wrecking crew on offense this season, with Darren Waller getting a monstrous 28% target shares among all Raiders skill-position players through Week 6, compared to Hunter Renfrow's second-highest 13%. Nelson Agholor and Henry Ruggs III both have just 11 targets compared to the other two 47 and 23. But both Agholor and Ruggs have been much more efficient, scoring 4.2 and 2.8 PPR points per target compared to Waller's 1.6 and Renfrow 2.0.
Ruggs is not very appealing to roster in PPR leagues. He was targeted five times in Week 1, and only three in Week 2 and Week 5. But he's a menace on the deep-passing department, having racked up all of 173 yards on just 5 receptions in his first and last game of the season combined. He went for 55 yards in W1, and an absurd 118 yards on 2 receptions in W5, scoring a touchdown.
Ruggs' role in Las Vegas' offense should keep growing each passing week, as that's mostly why the Raiders spent a first-round pick on him this offseason. He should also be healthier with two weeks of rest in his body, and Tampa has a middle-of-the-pack defense (13th-best) preventing fantasy points from WRs. After that, though, the Raiders face the 2nd-, 18th-, and 4th-worst defenses at that, which bodes really well for Ruggs.
I'd advise stashing Ruggs in shallow leagues, and definitely adding and playing in deeper formats as a weekly FLEX with WR3/WR2 upside.
