According to Jeff Passan of Yahoo! Sports, highly touted Cuban infielder Yoan Moncada is now a free agent eligible to sign with a team.

The details regarding the rules changed by MLB are still not announced but it is known that it only applies to Cuban players that have already left the island. Scouting Cuban players in Cuba is still restricted.
Infielder Moncada has been highly touted and highly sought after by some of the higher market teams, such as the Yankees, Dodgers and Red Sox. The signing of Moncada will require a significant bonus that will exceed the allowed international pool teams are given.
A signing of Moncada's level would limit teams that exceed the allowed pool to a maximum of $300,000 spent on international prospects for the next two international signing periods, or July 2017.
