Chark faces a tough Week 3 test against the Tennessee Titans, but his rapport with quarterback Gardner Minshew and his ability to be used as a deep threat make him the Jacksonville wide receiver with the highest upside. He's also got a low floor, and that volatility is likely to be true as long as Minshew remains the team's starting quarterback.
