3 years agoMajor League Baseball made its first labor proposal on Thursday since locking out players on Dec. 2, but it did little to encourage players and raised the likelihood of spring training being postponed, according to sources familiar with the situation. MLB proposed changes to the arbitration system for players with two-plus years of service, tweaked is proposed draft lottery and offered the ability for teams to earn draft picks if top prospects find early success in the big leagues. But players were disappointed since topics of changes to the competitive-balance tax and raising the minimum salary weren't discussed. Multiple sources fear that negotiations will pick up closer to the end of the month, when the threat of losing regular season games becomes more realistic.--Keith Hernandez - RotoBaller
